June 8,2004 <br /> <br />Capital Reserve Fund $ 3,294,460 $ 2,858,884 $ (435,576) <br />CDBG $ 491,066 $ 542,092 $ 51,026 <br />Indoor Plumbing $ 108,690 $ 112,386 $ 3,696 <br />Meals Tax Fund $ 1,229,639 $ 1,229,639 $ <br /> <br />Total $ 76,489,663 $ 73,606,302 $ (2,883,361) <br /> <br /> BE IT FURTHER ORDAINED by said Council that the tax rate for said fiscal year shall be, for <br /> each one hundred dollars of assessed valuation, as follows: <br /> Real Estate $0,94 <br /> Personal Property $2.30 <br /> Machinery and Tools $1.85 <br /> <br /> BE IT FURTHER ORDAINED by said Council that this Ordinance <br /> shall be in force on and after July 1,2004. <br /> <br /> Council considered conducting a public hearing and approving an update of the <br />Solid Waste Management Plan. Leon -I'owarnicki, Director of Public Works, stated that <br />this update reflects (1) an update to the census and generation rate, (2) revised <br />collection systems, and (3) revised language regarding closure and transfer station <br />plans. Mayor Teague declared the Public Hearing open. With no response, he <br />declared the Public Hearing closed. Council Member Ferrill moved to approve such <br />update as presented; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague. <br /> <br /> Council considered making an appointment to the Martinsville School Board for <br />one three-year term ending June 30, 2007. Vice Mayor Roop moved to appoint Bill R. <br />Manning, of 1118 Knollwood Place, to such term; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered conducting a public hearing for the purpose of receiving <br />citizens interested in interim appointment to one position on the City's SchoOl Board for <br />the duration of Joseph E.
