1.56 May 25, 2004 for his professional development and for the good of the City, as determined by City Council. C. Vacation, Sick Leave and Retirement: The City shall provide to the City Manager a beginning balance of 90 days of sick leave and 20 days of vacation. Accrual of sick and vacation leave is based upon the equivalent of twenty-six (26) years government service. An employment date of April 1, 1978, shall be used to determine aggregate service level for all employee benefits. City Manager's benefits from and the City's contributions to the Virginia State Retirement System shall be determined by the City of Martinsville's retirement plan. D. Residency, Moving and Relocation Expenses: i. City Manager shall establish residence within the corporate boundaries of the City immediately upon employment and shall thereafter maintain residence within the corporate boundaries of the City of Martinsville during the term of his employment. ii. City shall pay directly for the documented expenses of moving City Manager, his immediate family and personal property from Mobedy, Missouri to Martinsville, Virginia. Said moving expenses shall include packing, moving, storage costs, unpacking, and insurance charges. City shall reimburse City Manager for documented actual lodging and meal expenses for his family en route from Mobedy, Missouri to Martinsville, Virginia, together with mileage costs for moving two personal automobiles at the current IRS allqwable rate of $0.36 per mile. City Manager shall be reimbursed, or City may pay directly, for the documented expenses of packing and moving from temporary housing to permanent housing during the first year of this Agreement. City shall pay the City Manager's tax liability on all Employers provided benefits for relocation and housing. iii. City shall reimburse City Manager for a total of four (4) individual round trip air[ares from airports serving the Moberly, Missouri and Martinsville, Virginia regions for City Manager and his immediate family at any time during the first year of his employment to assist with house hunting and other facets of the transition and relocation process. City Manager and his immediate family may utilize and distribute the four (4) individual round trip tickets in any combination of individual members making the trips. City Manager shall be reimbursed for documented actual lodging and meal expenses incurred by City Manager or his immediate family members on any of these trips. iv. City shall provide a zero interest loan not to exceed $220,000.00 towards City Manager's pumhase of any home purchased in the City of Martinsville; the maximum term of the loan shall be twelve (12) months. City Manager shall execute a promissory note and recordable deed of trust, naming City as beneficiary, to secure said loan. Said loan shall be repaid in a lump-sum payment at (a) the termination of City Manager's employment for any reason, at (b)
