1.56 <br /> <br />May 25, 2004 <br /> <br />for his professional development and for the good of the City, as <br />determined by City Council. <br />C. Vacation, Sick Leave and Retirement: The City shall provide to <br />the City Manager a beginning balance of 90 days of sick leave and 20 days <br />of vacation. Accrual of sick and vacation leave is based upon the <br />equivalent of twenty-six (26) years government service. An employment <br />date of April 1, 1978, shall be used to determine aggregate service level for <br />all employee benefits. City Manager's benefits from and the City's <br />contributions to the Virginia State Retirement System shall be determined <br />by the City of Martinsville's retirement plan. <br />D. Residency, Moving and Relocation Expenses: <br /> i. City Manager shall establish residence within the corporate <br /> boundaries of the City immediately upon employment and shall <br /> thereafter maintain residence within the corporate boundaries of the <br /> City of Martinsville during the term of his employment. <br /> ii. City shall pay directly for the documented expenses of moving City <br /> Manager, his immediate family and personal property from Mobedy, <br /> Missouri to Martinsville, Virginia. Said moving expenses shall <br /> include packing, moving, storage costs, unpacking, and insurance <br /> charges. City shall reimburse City Manager for documented actual <br /> lodging and meal expenses for his family en route from Mobedy, <br /> Missouri to Martinsville, Virginia, together with mileage costs for <br /> moving two personal automobiles at the current IRS allqwable rate <br /> of $0.36 per mile. City Manager shall be reimbursed, or City may <br /> pay directly, for the documented expenses of packing and moving <br /> from temporary housing to permanent housing during the first year <br /> of this Agreement. City shall pay the City Manager's tax liability on <br /> all Employers provided benefits for relocation and housing. <br /> iii. City shall reimburse City Manager for a total of four (4) individual <br /> round trip air[ares from airports serving the Moberly, Missouri and <br /> Martinsville, Virginia regions for City Manager and his immediate <br /> family at any time during the first year of his employment to assist <br /> with house hunting and other facets of the transition and relocation <br /> process. City Manager and his immediate family may utilize and <br /> distribute the four (4) individual round trip tickets in any combination <br /> of individual members making the trips. City Manager shall be <br /> reimbursed for documented actual lodging and meal expenses <br /> incurred by City Manager or his immediate family members on any <br /> of these trips. <br />iv. City shall provide a zero interest loan not to exceed $220,000.00 <br /> towards City Manager's pumhase of any home purchased in the <br /> City of Martinsville; the maximum term of the loan shall be twelve <br /> (12) months. City Manager shall execute a promissory note and <br /> recordable deed of trust, naming City as beneficiary, to secure said <br /> loan. Said loan shall be repaid in a lump-sum payment at (a) the <br /> termination of City Manager's employment for any reason, at (b) <br /> <br /> <br />
