May 24, 2004 <br /> <br /> Martinsville City Council held a scheduled budget work session Monday, May 24, <br />2004 in Council Chambers at 55 W. Church Street, Martinsville, beginning at 6 p.m. <br />Mayor M. Gene Teague presided. Members present included Vice-Mayor Terry Roop; <br />Councilmen Joseph R. Cobbe, Bruce H.T. Dallas, J. Ron Ferrill. Members-elect James <br />W. Clark and Kimble Reynolds were also present. <br /> <br /> Mayor Teague called the session to order and altered the agenda to hear a <br />budget presentation from Joyce Grogan, director of the Department of Social Services. <br />Ms. Grogan stated she would return after July 1 to give a full agency report. <br /> <br /> Ms. Grogan highlighted administrative changes that required budget increases, <br />including an 82 percent increase in caseloads during the past six years. <br /> <br /> The mayor requested a review of the agency funding formula for the benefit of <br />the council members-elect. Wade Bartlett, interim city manager and finance director, <br />joined Ms. Grogan to explain that program funds are not mingled and are met based on <br />66 percent for Henry County and 34 percent for the City. Administrative costs are <br />funded 80 percent by the state and 20 percent by local funds. <br /> <br /> Ms. Grogan requested an increase in the budget request to $267,963. <br /> <br /> Mr. Dallas congratulated the director and staff for their accomplishments, and <br />indicated the agency should request a new facility to serve as its offices. Ms. Grogan <br />reported that the agency has very limited space in its current building, and said she <br />would report to council in coming months on the agency's space needs and problems to <br />be addressed by finding new space. Any new headquarters would be centrally located <br />in or around Martinsville. Ms. Grogan also introduced six members of her staff. <br /> <br /> <br />
