May 17, 2004 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 17, 2004, in Council Chamber, Municipal Building, beginning at 6:00 <br />P. M., with Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> Dr. Ira Trollinger, Superintendent, stated that the School System will receive an <br /> additional $1,326,785 in State and Federal revenue not originally projected. Aisc, the <br /> mandated expenditure increases are not as much as originally projected. These two <br /> revisions result in a funding increase of $866,526. He would like to continue with the <br /> plan to move all elementary students to Clearview and Druid Hills Elementary Schools <br /> and to convert Patrick Henry Elementary School to pre-kindergarten and the Central <br /> Office. A public hearing is scheduled for May 25, 2004. He is requesting needed <br /> capital projects and a three percent pay increase for school employees. A'discussion <br /> ensued regarding a joint shop/garage venture and Central Office staffing. By general <br /> consensus with no vote taken, Council agreed for Budget Option 2 to not be considered. <br /> Lynn Ward, School Board Vice Chair, stated that the School Board is in full support of <br /> <br />the budget request. <br /> Council reviewed the FY05 Budget request of the Office of Economic <br />Development. Tom Harned, Economic Development Director, was available for <br />comment. He stated, also, that the second round of bidding''for the' Liberty <br />Street/Clearview Drive intersection project is higher than the Virginia Department of <br />Transportation's (VDOT) estimates. Vice Mayor Roop moved to authorize the Mayor to <br />execute letters to Governor Warner and Secretary Clement expressing the City's <br /> <br /> <br />
