May 12, 2004 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 12, 2004, in Council Chamber, Municipal Building, beginning at 11:00 <br />A. M., with Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> Council Member Ferrill moved to set a public hearing at its May 25, 2004, regular <br /> meeting regarding the proposed FY05 budget and tax rates; the motion was duly <br /> seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> Council reviewed the proposed FY05 budget of the Police Department. Michael <br /> Rogers, Chief of Police, presented the department's highlights and achievements, citing <br /> no traffic fatalities and twenty drug search warrants. A discussion ensued regarding its <br /> vehicle fleet, including capital request and existing leases. The grant for the Martinsville <br /> Middle School resource officers recently ended; most grants for such are for new <br /> <br />positions. <br /> Council reviewed the proposed FY05 budget of the Electric Department. Paul <br />Roop, Electric Supervisor, was available for questions and comments. <br /> Council reviewed the proposed FY05 budget of the Water Resources <br /> Department. A discussion ensued regarding water and sewer rates and capital. John <br /> Dyches, Director, was available for questions and comments. <br /> Council reviewed th; proposed FY05 budgets of Public Works and Refuse <br /> Collection. Jeff Joyce, Assistant Director, was available for questions and comments. <br /> Council Member Dallas exited the meeting prior to its completion. <br /> <br /> <br />
