May 5, 2004 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 5, 2004, in Council chamber, Municipal Building, beginning at 11:00 <br />A. M., with Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Council considered appointing an individual to the executive search committee of <br />the Coalition for Economic Progress. A discussion ensued regarding the current City <br />representatives and their roles. Council Member Cobbe moved to appoint Council <br />Member Ferrill to such committee; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 4 -1; Yeas (4) - Cobbe, Ferrill, Roop, <br />Teague; Nays (1) - Dallas. <br /> <br /> Wade Bartlett, Interim City Manager, highlighted the EMS Transport program as <br />presented on April 27, 2004. He stated that Dr. Bruce Mazurek, Operational Medical <br />Director, and the Virginia Division of Emergency Medical Services, support the <br />proposal. Clarence Monday, Assistant Fire Chief, reviewed the current EMS system, <br />including initial implementation, current staffing, EMS protocol, back up service, and call <br />response statistics. Other localities with an EMS Transport program include the City of <br />Roanoke, County of Roanoke, City of Lynchburg, City of Salem, and County of Franklin. <br />He reviewed the proposed fee schedule, billing, payor sources, and projected revenue <br />and expenses. Ronald Stone, President, Stone Ambulance Service,' spoke in <br />opposition to the proposal, presenting an overview of his company and responding to <br />the statistics presented by Mr. Monday.
