TUESDAY, MAY 13, 1997 <br />that much of the tax increases would be paid by senior citizens; (17) <br />Thelma Pinkard, 208 Park Street, expressed support for having elected <br />officials and City workers who show respect for citizens; (18) Hardin <br />Edwards, 810 Forest Lake Drive, stated he was on a fixed income and <br />could not afford the tax and fee increases which were being proposed; <br />Mr. Edwards also stated the Sheriff should control the City Farm; (19) <br />Virginia Dameron, 1017 Mountain Road, questioned the proposed $25,000 <br />contribution to Piedmont Arts Association and the expenses associated <br />with producing the City newsletter; (20) Emmitt Grogan, 730 Beechnut <br />Lane, expressed support for no more than a 4% increase in taxes; (21) <br />Mary Rives Elliott, 1227 Mulberry Road, expressed concern regarding the <br />decreased assessed value of property within the City; (22) Vivian Wood, <br /> <br />313 Forest Street, expressed concern regarding the proposed tax <br />increases contained in the budget; (23) Ira Trollinger, School <br />Superintendent, expressed support for full funding of the School <br /> <br />Division budget, stating his first priority was to make education the <br />first priority for the City; (24) David Pew, speaking on behalf of <br />Virginia Legal Aid, asked for funding for his organization in the <br />amount of $1,680; (25) Dick Hensley, 1721 Meadowview Lane, asked <br />Council to be very frugal in its expenditures and stated he would <br />provide Council with specific suggestions at a later date; (26) Yvonne <br />Farrar, President of the Martinsville Education Association, expressed <br />support for the School Division's proposed budget; (27) Pat Walmsley, <br />a teacher at Martinsville High School, expressed support for full <br /> <br />funding of the School Board budget; (28) Grayson Givens, a teacher at <br />Martinsville Middle School, spoke in support of fully funding the <br />School Board budget; (29) Eliza Severt, 1101 Corn Tassel Trail, <br /> <br />expressed concern for the increase in high-level City staff over the <br />past several years when no concurrent increase in population has been <br /> <br />161 <br /> <br /> <br />
