TUESDAY, MAY 13, 1997 <br /> <br />the extent that 319 Starling Avenue, Parcel 23A, Section 43, Block <br />C, on the Zoning Map of the City of Martinsville, currently owned <br />by CMB Corporation, is hereby rezoned from R-6 Residential to P-2 <br />Professional. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this Ordinance shall be in force immediately upon <br />adoption. <br /> <br />Council acknowledged receipt of the results of the Citizen Survey, <br />which was conducted in February and March, 1997, related to City <br />services and customer satisfaction. City Manager Earl B. Reynolds, Jr. <br />noted the survey report would be available for public inspection at the <br />Library and other public facilities. Upon motion, duly seconded and by <br />unanimous vote, Council accepted the Citizen Survey results. <br /> <br />Council considered a request by the West Piedmont Planning District <br />Commission that Council adopt a Resolution authorizing the City to join <br />the West Piedmont Regional Alliance. Mr. Reynolds noted the State had <br />provided funding for communities which were involved in regional <br />projects, therefore the Alliance was formed as a vehicle to receive <br />these incentive funds. Upon motion, duly seconded and by unanimous <br />vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the Regional Competitiveness Act, Section 15.1-1227.1 through <br />Section 15.1-1227.5 of the Code of Virginia, as amended, permits <br />counties, cities, and towns within a planning district to establish a <br />regional partnership for the purpose of encouraging local governments <br />to exercise the options provided by law to work together for their <br />mutual benefit and the benefit of the Commonwealth; and <br /> <br />WHEREAS, the West Piedmont Planning District Commission, at the request <br />of the Planning District's Regional Managers' Group, intends to amend <br />its bylaws to create a committee of the Commission thereby creating an <br />organization to be known as the West Piedmont Regional Alliance and <br />which may also be identified as the Regional Alliance; and <br /> <br />WHEREAS, the West Piedmont Planning District Commission has extended an <br />invitation for the City of Martinsville to become a fully participating <br />member of the Regional Alliance; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled May 13, 1997, that they hereby agree to: <br /> <br /> <br />
