May 25, 2004 <br /> <br />following Ordinance 2004-9 on second reading; the motion was duly seconded and <br />carried by the following roll call vote, with all members voting: Vote 4 - 0 -1; Yeas (4) - <br />Cobbe, Ferrill, Roop, Teague; Nays (0) - None; Abstention (1) - Dallas: <br /> <br /> WHEREAS, the Council of the City of Martinsville has this day appointed <br /> Robert R. Collins, as City Manager, and desires to enact an ordinance <br /> fixing his compensation as required by Section 1 under Chapter 5 of the <br /> City Charter, <br /> NOW THEREFORE, BE IT ORDAINED by the Council of the City of <br /> Martinsville, Virginia, in regular session held on May 11, 2004, that the City <br /> Manager shall receive the following compensation: <br /> 1. .Salary: The City shall pay the City Manager for his services <br /> rendered an annual salary of $ 99,880.00 as set by the City Council in its <br /> annual budget, payable in equal installments under the same terms and <br /> conditions as other employees of the City are paid. The City shall not at <br /> any time during the term of his employment reduce the salary or other <br /> benefits of the City Manager, unless there is a proportional reduction <br /> across-the-board for all employees of the City. The Council shall provide <br /> an annual cost of living increase at least equal to the average cost of living <br /> increase for all other City employees. <br /> 2. Benefits: The City Manager shall receive employee benefits <br /> afforded all employees, with the level of said benefits based upon the <br /> equivalent of twenty-six (26) years government service. An employment <br /> date of April 1, 1978, shall be used to determine aggregate service level for <br /> all employee benefits. <br /> A. Professional Dues and Development. The City shall pay the <br /> professional dues and subscriptions of the City Manager for the City's <br /> continuing involvement in the necessary official and other functions of the <br /> City, including but not limited to the International City Management <br /> Association (ICMA), the Virginia Local Government Management <br /> Association (VLGMA), the Virginia Municipal League (VML), and such <br /> other governmental groups and committees which are mutually agreed <br /> between the City and the City Manager to be appropriate, and, in addition, <br /> the City Manager's dues and assessments for membership in a local <br /> community civic group selected by the City Manager. <br /> B. Travel. The City shall provide a reasonable budget for travel and <br /> subsistence expenses for the City Manager for professional and official <br /> travel, meetings and organizations adequate to continue the professional <br /> development of the City Manager in the organizations set forth in <br /> Subsection 2-A. Compensation for business travel outside of the City shall <br /> be in accordance with the City travel policy as adopted by the Council. The <br /> City Manager shall receive $500.00 per month as an automobile allowance. <br /> City shall also budget for and to pay for travel and subsistence expenses of <br /> City Manager for short courses, institutes, and seminars that are necessary <br /> <br /> <br />
