April 8, 2004 <br /> <br />frustration; the motion was duly seconded and carried by the following vote, with all <br /> <br />members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) <br /> <br />- None. Council requested that a previous VDOT timeline brochure be included with <br /> <br />the letters and the language addressing "residential captives" be considered. <br /> <br />Council reviewed the FY05 Budget request of the Council, Clerk of Council, and <br /> <br />City Attorney. The City Manager's Office budget request was deferred at this time. <br /> <br />Council reviewed the FY05 Budget request for Community Development and <br /> <br />Inspections. By general consensus, with no vote taken, Council agreed to consider <br /> <br />doubl.ing funding for demolition and critical care. <br /> <br />Council reviewed the following FY05 Budget requests from external agencies: <br /> <br />Martinsville Uptown Revitalization Association (MURA) - Jim Barnett, <br />Vice Chair, was available for comment. He stated that MURA was unsure <br />if it qualified for funding from the Coalition for Economic Progress. A <br />discussion ensued regarding funding sources and Coalition structure and <br />funding. <br />Longwood Small Business Development Center <br />Virginia Cooperative Extension - Melanie Barrow, Horticulture <br />Specialist, presented an overview of the program and City statistical <br />information. Council Member Dallas moved to appropriate level funding at <br />$9,000; the motion was seconded. Council Member Cobbe moved to <br />table the main motion; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 4 - 1; Yeas (4) - Cobbe, <br />Ferrill, Roop, Teague; Nays (1) - Dallas. <br />E-911 Communications Center - The request addresses increases in <br />the retirement system and medical insurance. <br />Blue Ridge Regional Airport - Council expressed feelings from being a <br />"jewel for economic development" to not fully understanding their need for <br />funding. <br />Piedmont Community Services - Jim Tobin, Executive Director, was <br />available for comment. <br /> <br />Council Member Dallas exited the meeting at 8:22 P. M. <br /> <br />Blue Ridge Regional Library - George Lyle, Board Chair, and Hal <br />Hubener, Director, were available for comment. Present, also, were the <br />City's Board representatives, Rives Coleman and Anne Lackey. <br /> <br /> <br />
