April 13, 2004 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on April 13, 2004, in Council Chamber, Municipal Building, beginning <br />at 7:30 P. M., with Vice Mayor Terry Roop presiding. Council Members present <br />included: Terry L. Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. <br />T. Dallas, and J. Ronald Ferrill. M. Gene Teague, Mayor, was out of town on business. <br /> <br /> Following the invocation by Council Member Ferrill and Pledge to the American <br /> Flag, Vice Mayor Roop welcomed everyone to the meeting. Angela Williams, a Patrick <br /> Henry Community College student, was attending for a school project. <br /> <br /> Council Member Dallas moved to approve the minutes of the March 23, 2004, <br /> meeting as amended, and the April 8, 2004, meeting as presented; the motion was duly <br /> seconded and carried by the following vote, with all members present voting: Vote 4 - <br /> 0: Yays (4) - Cobbe, Dallas, Ferrill, Roop; Nays (0) - None. <br /> <br /> Vice Mayor Roop presented a proclamation declaring that Halloween will be <br /> observed on Saturday, October 30, 2004, in the City. <br /> <br /> Council considered adoption, on second reading, of Ordinance 2004-5 amending <br /> Section 12-11 of the City Code relating to reimbursement of expenses incurred in <br /> responding to DUI and 'other traffic incidents. Wade Bartlett, Interim City Manager, <br /> stated that he received no calls concerning this issue. Council Member Ferrill moved to <br /> adopt, on second reading, of the following Ordinance 2004-5; the motion was duly <br /> seconded and carried by the following roll call vote, with all members present voting: <br /> Vote 4 - 0: Yays (4) - Cobbe, Dallas, Ferrill, Roop; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in Regular Session held on March 23, 2004, that Section <br /> 12-11 of the Code of the City of Martinsville be, and hereby is, <br /> amended to read as follows: <br /> <br /> <br />
