February 24, 2004

finished before another Community Development Block Grant starts. Council referred
Mr. Wright to Mr. Harned. Chris Koumparakis, of 1746 Farmbrook Road, Ridgeway,
expressed his appreciation to Council Member Dallas for his service and encouraged
Council to locate "slivers" of land, similar to the alleyway abandoned earlier in the
meeting, to build the tax base.

Leon Towarnicki, Director of Public Works, presented a report on the results of a
traffic signalization study for the intersection of Salmon Street, Ridge Road, and East
Church Street. This study was originated by neighborhood petition in July 2003.
Mattern & Craig, engineering firm, completed the study and does not recommend that a
traffic signal be installed at such intersection. Council Member Dallas stated that he
was "bewildered" at the study results. Council requested Staff to prepare a cost
analysis of coordinating the lights at the adjacent intersections and to compare this
intersection to a similar intersection study. Mr. Bartlett added that he would like to have
a contractor assess all traffic signals and submit a cost analysis to coordinate all
signals.

Council Member Ferrill moved to approve the following Consent Agenda items;
the motion was duly seconded and carried by the following vote, with all members
voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None:

A.
