<br /> A regular, semi-monthly meeting of the Council of the City of Martinsville,
<br /> Virginia, was held on February 10, 2004, in Council Chamber, Municipal Building,
<br /> beginning at 7:30 P. M., with Mayor Gene Teague presiding; Council Members present
<br /> included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members
<br /> Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill.
<br />
<br /> Following the invocation by Council Member Dallas and Pledge to the American
<br /> Flag, Mayor Teague welcomed everyone to the meeting.
<br />
<br /> Council Member Dallas moved to approve the minutes of the October 14, 2003,
<br />October 28, 2003, December 30, 2003, and January 27, 2004, meetings as presented,
<br />and the minutes of the September 4, 2003, October 28, 2003, and November 11,2003,
<br />meetings as amended; the motion was duly seconded and carried by the following vote,
<br />with all members voting: Vote 5 - 0: Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague;
<br />Nays (0) - None.

<br /> Michael Rogers, Chief of Police, presented the "Citizen of the Yea¢' award to
<br />Jack Rosemond, stating, "Jack is a good Samaritan and dedicated to his wife, family,
<br />church, and community. He makes the most of life and has volunteered for the United
<br />Way, Muscular Dystrophy Association, American Cancer Society, and March of Dimes."
<br />Mr. Rosemond replied, "I'm overwhelmed. This is one of the greatest moments of my
<br />life."
<br />
<br /> Kay Crane, Executive Director of Project Access of the Dan River Region, made
<br />a presentation regarding the program, which is a physician driven, community based
<br />system of coordinated health care for the uninsured residents of Danville and
<br />Pittsylvania County. She will prepare a report on the community health surveys
<br />
