Martinsville <br />A CITY WITHOUT LINIT$ <br /> <br />Enclosure #.,,, <br /> <br />PROCLAMATION <br /> <br />WHEREAS, Martinsville City Council is concerned with the health, safety and <br />well-being of the children of the city; and <br /> <br />WHEREAS, the traditional observance of Halloween is on October 31 each year; <br />and <br /> <br />WHEREAS, October 31, 2004, is on a Sunday; and <br /> <br />WHEREAS, Martinsville City Council adopted by unanimous vote Ordinance <br />99-9, which directs that when Halloween falls on a Sunday, Halloween shall be <br />celebrated on the preceding Saturday and that trick or treating shall be for <br />children 12 years of age and under and shall end at 9:00 PM; now, therefore, <br /> <br />I, M. Gene Teague, Mayor of the City of Martinsville, Virginia, do hereby <br />proclaim that Halloween will be observed on Saturday, October 30, 2004, in the <br />City of Martinsville and I call this to the attention of all parents with children age <br />12 and under who desire to trick or treat in the City of Martinsville. <br /> <br />M.
