February 1 O, 2004 <br /> <br />received at the Mission of Mercy event and is willing to help model a similar program in <br />Martinsville and Henry County. <br /> <br /> Council considered a citizen request to appoint a committee to study the <br />development of recreational opportunities at the City Reservoir. Bob Sharpe made the <br />request and has solicited support from the Blue Ridge Regional Library, Patrick Henry <br />Community College, and the Henry County Board of Supervisors. A discussion ensued <br />regarding the proposed logistics and true purpose of the reservoir as a water shed. <br />Vice Mayor Roop moved for the City Manager to meet with the Water Resources <br />Director and Leisure Services Director to formulate a recommendation in response to <br />Mr. Sharpe's request; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> Council considered adoption, on second reading, of Ordinance 2004-4 on a <br />request by the Planning Commission to update Appendix A, Subdivision Ordinance, of <br />the City Code. Wayne Knox, Planning, Zoning, & Housing Manager, summarized the <br />proposal. Mayor Teague solicited public comment with no response. Vice Mayor Roop <br />moved to adopt, on second reading, Ordinance 2004-4 [Attachment A]; the motion was <br />duly seconded and carried by the following roll call vote, with all members voting: Vote <br />5 - 0; Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered approval of the City's prioritized list of projects to be included <br />in the Year 2004 Regional Comprehensive Economic Development Strategy and <br />authorizing the City Manager to provide this information to the U.
