February 21,2004 Enclosure # i o Ja <br />A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on February 21,2004, as part of the Henry County Board of Supervisors' Planning <br />Retreat at the Emergency Services Training Center, beginning at 8:00 A. M., with Mayor <br />Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; <br />Terry L. Roop, Vice Mayor; and Council Member J. Ronald Ferrill. <br /> <br /> Jack Edwards, Facilitator, applauded the Council and the Board for meeting <br />jointly. He encouraged both bodies to maintain a document of all cooperative efforts, a <br />"scorecard." <br /> <br /> Benny Summerlin, County Administrator, stated that according to Ben Gardner, <br />Chairman of the Coalition for Economic Progress, the Patrick Henry Development <br />Council remains "in existence on paper" and some unexpended funds may be available. <br />Patrick Henry Community College has offered office space. The Coalition has directed <br />Wade Bartlett, Interim City Manager, Klm Adkins, Martinsville-Henry County Chamber of <br />Commerce President, and Mr. Summerlin to perform a cost analysis of a staffed office. <br />Mayor Teague clarified that the joint economic development marketing concept was the <br />same presented to both bodies. A discussion ensued regarding the concept's creation <br />and framework. Vice Mayor Roop moved for a press release be prepared regarding the <br />current progress of the Coalition; the motion was duly seconded and carried by the <br />following vote, with all members present voting: Vote 3 - 0; Yeas (3) - Ferrill, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Tim Pace, County Engineer, reviewed the Patriot Centre development. The total <br />cost of the expansion is $3,571,000, with the EDA providing $1,500,000, the ISDF <br />providing $1,375,000, and the City and County providing $696,500.
