February 19, 2004 <br /> <br />replacement, heating system at the high school's vocational building, and energy <br />management at the high school. A discussion ensued regarding salaries and benefits, <br />particularly compared to other local systems and those of retirees. Dr. Trollinger stated <br />that he is more concerned with covering revenue losses than building a fund balance. <br />Council Member Cobbe stated that according to the Auditor of Public Accounts, Virginia <br />does not maintain statistics or track localities' fund balances. School Board Member <br />Johnson stated that the public needs a better explanation of the fund balance. Both <br />bodies agreed for three draft FY05 budgets to be prepared: (1) one with all cuts and no <br />revenue increases; (2) one with no cuts and all revenue increases; and (3) a <br /> <br />combination of cuts and revenue increases. ~Also, these budgets should include <br />projected fund balance growth of $250,000. <br /> <br /> Council recessed at 11:45 A. M., and the School Board and Administration were <br /> <br />excused. Council Member Cobbe departed, also, for an out-of-town trip. <br /> Council reconvened at 12:45 P. M. <br /> <br /> Council discussed economic development, including MiNET, Coalition for <br />Economic Progress, shell buildings, and workforce development. Tom Harned, <br />Economic Development Director, stated that he and Beth Braswell, Director of Henry <br />County's Office of Commerce, recommend additional shell buildings. <br /> <br /> Council reviewed the City Manager's job description. Council Member Ferrill <br />moved to adopt such job description as revised and presented; the motion was duly <br />seconded and carried by the following vote, with all members present voting: Vote 3 - 0 <br />- 1; Yeas (3) - Ferrill, Roop, Teague; Nays- (0); Abstention (1) - Dallas. <br /> <br /> <br />
