February 24, 2004 <br /> <br />Mayor Teague announced that he will not seek re-election. He read, also, a note <br /> <br />of thanks from Judge Frank Greenwalt regarding his retirement resolution. Vice Mayor <br /> <br />Roop stated that Jim Mercer, of The Mercer Group, will interview several department <br /> <br />heads on March 10, 2004, to solicit their input regarding the City Manager's <br /> <br />qualifications. <br /> <br />Council considered the need to meet in Closed Session. In accordance with <br /> <br />Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion <br /> <br />by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br /> <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br />Appointments/Reappointments to various Boards/Commissions, as <br />authorized by Subsection 1. <br />1. Board of Appeals <br />2. West Piedmont Planning District Technical Advisory <br /> Committee <br />Consultation with legal counsel pertaining to specific legal matters <br />requiring the provision of legal advice by counsel, as authorized by <br />Subsection 7. <br /> <br />At the conclusion of this Closed Session, each member of Council certified that <br /> <br />(1) only public business matters exempt from open meeting requirements were <br /> <br />discussed in said Closed Session; and (2) only those business matters identified in the <br /> <br />motion convening the Closed Session were heard, discussed, or considered during said <br /> <br />Session. Upon return to Open Session, Council took the following action: <br /> <br />1. Vice Mayor Roop moved to appoint Wayne Knox to a four- <br />year alternate member term on the West Piedmont Planning District <br />Technical Advisory Committee ending December 31, 2007; the <br />motion was duly seconded and carried by the following vote, with <br />all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> <br />
