Enclosure <br /> <br />DATE: <br /> <br />February 17, 2004 <br /> <br />TO: <br /> <br />Wade Bartlett, Interim City Manager <br /> <br />FROM: Leon Towamicki, Director of Public Works <br /> <br />SUBJECT: Traffic Signalization Study - Intersection of East Church Street, Salmon <br /> Street, and Ridge Road <br /> <br />Last July a letter from Drs. John Mahoney, John McGhee, and Michael Wenkstem (Bone <br />& Joint Center, comer of East Church St. and Salmon St.) along with a petition signed by <br />residents of Salmon Street was sent to Mayor Gene Teague requesting the City to review <br />the traffic conditions at the intersection of East Church Street, Salmon Street, and Ridge <br />Road, and to consider the installation of a traffic signal at this location. The letter cited <br />the daily patient load (approximately 80 to 100) at the Bone & Joint Center, the fact that <br />many are elderly, and the problems experienced by the patients as well as Salmon Street <br />residents as they attempt to exit Salmon Street, cross the east bound lanes of Church <br />Street, and proceed west on Church Street. City Manager Earl Reynolds responded by <br />letter dated August 19, 2003, and indicated the City would proceed with a traffic <br />signalization study at this intersection. <br /> <br />The engineering firm of Mattem & Craig, Roanoke, Va, was contacted in early <br />September (the City has a continuing services contract with M & C) and was requested to <br />provide a scope of services and proposal fee for this study. I personally met with Mr. <br />Gene Cress of the firm, we visited the intersection and Mr. Cress took a number of <br />photographs from different approaches at the location. The City also supplied M & C <br />with traffic count data (line counts and turning movement counts) as well as copies of <br />accident reports on file with the Police Department. The accident reports covered a four <br />year period from 1999 through 2002. <br /> <br />Attached is a copy of the two-page summary from the completed study, dated November <br />19, 2003. The summary provides detailed information regarding how the study was <br />conducted and criteria used, as well as the resulting conclusion detailed in the last <br />paragraph which indicates a signal installation is not recommended at this time. <br /> <br />A cover letter along with the two-page study summary was sent to Drs. Mahoney, <br />McGhee, and Wenkstem c/o Bone & Joint Center on January 29th, 2004. It was noted <br />that the matter would be discussed at the February 5, 2004 Martinsville Transportation <br />Safety Commission meeting and the meeting was open to the public. It was also noted <br />that a complete copy of the study document could be made available for review. <br /> <br /> <br />
