January 13,2004 <br /> <br />and carried by the following vote, with ali members voting: Vote 5 - 0; Yeas (5) - <br /> <br />Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br />Jim Memer, of the Mercer Group, provided an overview of the City Manager <br /> <br />seamh process. Mayor Teague requested public comment regarding the qualifications <br /> <br />that should be considered. Gloria Hylton, of 402 Second Street, stated that the next <br /> <br />City Manager needs to continue the improvement of all neighborhoods, be able to <br /> <br />"stretch a dollar," and be open and responsive to all citizens. <br /> <br />Council considered adoption of a joint resolution with Henry County in support of <br /> <br />a request to the Council of Higher Education endorsing the concept of a new public <br /> <br />four-year college or university in the Southside area. Vice Mayor Roop moved to adopt <br /> <br />the following Resolution; the motion was duly seconded and carried by the following <br /> <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, <br /> <br />Teague; Nays (0) - None: <br /> <br />WHEREAS, the Henry County Board of Supervisors and' the <br />Martinsville City Council understand that the educational level of a <br />community is an essential component of that community's success; <br />and <br />WHEREAS, the Board and Council also understand that unless <br />citizens have an opportunity to improve their educational level, the <br />citizens and their community cannot improve themselves and <br />achieve greater levels of success; and <br />WHEREAS, the Southside region of Virginia, and specifically <br />Martinsville and Henry County, have traditionally been the home of <br />hardworking, diligent and determined people who need only the <br />opportunity to succeed in order to succeed; and <br />WHEREAS, one of the fundamental building blocks of a successful <br />region is access to a public four-year college or university, and <br />such a facility does not exist in Southside; and <br />WHEREAS, such an educational opportunity would greatly <br />enhance the opportunities for Southside residents, and provide a <br />correlating boost to the region's economy and competitiveness on <br />the state, regional and national levels; and <br /> <br /> <br />
