October 28, 2003 <br /> <br />29 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on October 28, 2003, in Council Chamber, Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Dallas and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Wade Bartlett, Director Finance & General Services, presented the financial <br />report for month ending September 30, 2003. <br /> <br /> David Hughes, of Bobinson, Farmers, & Cox, presented the FY03 draft audit <br />report and reviewed the audit process. All three audit opinions are unqualified, which <br />are the cleanest opinions available, addressing basic financial statement, internal <br />controls, and compliance with laws and regulations. A discussion ensued regarding <br />assets and management analysis. <br /> <br /> Council considered a report concerning Adelphia's upcoming changes in the <br />cable structure for customers in the Martinsville cable system. David Bason,'Adelphia's <br />Southcentral Virginia District Assistant Manager, stated that 35 percent of customers <br />will experience a rate increase between $2.70 and $9.95, affecting 3,500 local <br />customers. Aisc, 58 percent of customers will experience an average rate increase of <br />$11.37, but will receive 17 additional channels, affecting 6,000 local customers. A <br />discussion ensued regarding leased channels, government-access channels, and pre- <br />paid extended service. <br /> <br /> <br />
