October 28, 2003 <br /> <br /> Council considered approval, on first reading, of Amendment to Ordinance 2003- <br />11 Bicycles and Mopeds amending Section 12-156a. concerning impoundment of <br />unregistered mopeds. Eric Monday, City Attorney, stated that this amendment allows <br />private impoundment businesses to be paid before the moped is released from police <br />custody. Michael Rogers, Chief of Police, reported that the program is going well since <br />the Ordinance's adoption, with eight violations thus far. Vice Mayor Roop moved to <br />approve such amendment, on first reading; the motion was duly seconded and carried <br />by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Chief Rogers presented a report on the status of law enforcement efforts within <br />the City. He stated that the two major improvements have been traffic patrol and a <br />large decrease in people being injured. In working with the Martinsville Transportation <br />Safety Commission, the Blue Ridge Transportation Safety Commission, and the <br />Department of Motor Vehicles, grant monies have allowed off-duty officers to provide <br />extra enforcement. Traffic accidents have decreased with no traffic fatalities year-to- <br />date. The Virginia State Police and Federal Bureau of Investigations commended the <br />department recently for 100 percent compliance with its Incident Base Reports (IBRs). <br />Since Chief Rogers started as Chief, there have been only four employees who left, of <br />which two retired and one was hired by the Bureau of Alcohol, Tobacco, and Firearms. <br />There are no current vacancies. <br /> <br /> Council considered business from the floor. Chris Koumparakis, of 1746 <br />Farmbrook Road, Ridgeway, commended the City for %vorking so well with the County <br />of Henry" recently. <br /> <br /> <br />
