November 25, 2003 Enclosure #

A regular, semi-monthly meeting of the Council of the City of Martinsville,
Virginia, was held on November 25, 2003, in Council Chamber, Municipal Building,
beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present
included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members
Joseph R. Cobbe and J. Ronald Ferrill. Council Member Dallas was absent due to
illness.

Following the invocation and Pledge to the American Flag, Mayor Teague
welcomed everyone to the meeting.

Ben Gardner, Chairman of the Coalition for Economic Progress, presented an
update. Three meetings have been held, the mission statement has been written, and
the economic and demographic profile has been completed. A discussion ensued
regarding joint marketing and strategies that can be done as soon as possible.

Wade Bartlett, Director of Finance & General Services, presented the financial
report for month ending October 31,2003.

Council considered adopting the FY2004 work plan for the Drug Task Force. Jim
Tobin, Executive Director of Piedmont Community Services (PCS), stated that since
PCS has assumed the Drug Task Force's historical functions, its goals are to (1) keep
"No Drug" message in front of the general community, (2) educate youth, and (3)
improve access to treatment for individuals and families. Vice Mayor Roop moved to
adopt such work plan; the motion was duly seconded and carried by the following vote,
with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague;
Nays (0) - None.
