November 25, 2003 Enclosure # <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on November 25, 2003, in Council Chamber, Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe and J. Ronald Ferrill. Council Member Dallas was absent due to <br />illness. <br /> <br /> Following the invocation and Pledge to the American Flag, Mayor Teague <br />welcomed everyone to the meeting. <br /> <br /> Ben Gardner, Chairman of the Coalition for Economic Progress, presented an <br />update. Three meetings have been held, the mission statement has been written, and <br />the economic and demographic profile has been completed. A discussion ensued <br />regarding joint marketing and strategies that can be done as soon as possible. <br /> <br /> Wade Bartlett, Director of Finance & General Services, presented the financial <br />report for month ending October 31,2003. <br /> <br /> Council considered adopting the FY2004 work plan for the Drug Task Force. Jim <br />Tobin, Executive Director of Piedmont Community Services (PCS), stated that since <br />PCS has assumed the Drug Task Force's historical functions, its goals are to (1) keep <br />"No Drug" message in front of the general community, (2) educate youth, and (3) <br />improve access to treatment for individuals and families. Vice Mayor Roop moved to <br />adopt such work plan; the motion was duly seconded and carried by the following vote, <br />with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> <br />
