Enclosure <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Henry County Board of Supervisors and the Martinsville City Council understand Ihat the <br />educational level of a community is an essential component of that community's success; and <br /> <br />WHEREAS, the Board and Council also understand that unless citizens have an opportunity to improve their <br />educational level, the citizens and their community cannot improve themselves and achieve greater levels of <br />success; and <br /> <br />WHEREAS, the Southside region of Virginia, and specifically Martinsville and Henry County, have <br />traditionally been the home of hardworking, diligent and determined people who need only the opportunity <br />succeed in order to succeed; and <br /> <br />WHEREAS, one of the fundamental building blocks of a successful region is access to a public four-year <br />college or university, and such a facility does not exist in Southside; and <br /> <br />WHEREAS, such an educational opportunity would greatly enhance the opportunities for Southside residents. <br />and provide a correlating boost to the region's economy and competitiveness on the state, regional and national <br />levels; and <br /> <br />WHEREAS, the General Assembly of the Commonwealth of Virginia, in its 2004 Legislative Session, is <br />expected to ask the Council on Higher Education to study whether the Commonwealth needs a new public l'our- <br />year college or university; and <br /> <br />WHEREAS, it is the belief of Henry County and the City of Martinsville governing bodies that such a need <br />exists, and it is vital that the facility be located in the Southside region to fill in the educational opportunity gap <br />that exists in the region: now; therefore <br /> <br />BE IT RESOLVED, that the Henry County Board of Supervisors and the Martinsville City Council joi ntly <br />request that the Council of Higher Education endorse the concept of a new public four-year college or <br />university in the Commonwealth of Virginia, and that such a facility be placed in the Southside region of the <br />Commonwealth. Additionally, copies of resolution will be forwarded to members of the General Assembly, the <br />Governor, the Lieutenant Governor, the Attorney General, and members of the Council of Higher Education <br /> <br />David S.
