Legislative Priorities for 2004

Page 2

3. Fully fund the Virginia Board of Education 2003 revisions to the Standards of Quality,
ensuring that reliable and predictable revenue sources are available for the State and
localities to meet their shares. Teachers have been asked to "step up to the plate" and teach
ALL students at a high level. Teachers are meeting these goals as we see an increasing number
of schools fully accredited by the state. Now it is time for the State Legislature to review the
JLARC (Joint Legislative Audit and Review Commission) recommendations and the Virginia
State Board of Education revisions to the Standards of Quality and fund the state's fair share of
the costs of educating our children at a competitive level.

Although there are numerous other educational issues that will come before the 2004 State
Legislature, the priorities listed above are critical to our success in meeting the needs of all of our
students.

IRT/lwp
