Gene Teague and Members, <br /> Martinsville City Council <br />Martinsville, Virginia 24112 <br /> <br />Dear Mayor Teague and Members of the City Council: <br /> <br />It is recommended that the City Council give favorable consideration to the following <br />legislative policy statements, which will serve as a guide for the staffs lobbing efforts <br />during the 2004 session of the General Assembly. <br /> <br />· Education: Support Superintendent Trollinger's Legislative Priorities for 2004 <br /> (Attachment A). <br /> <br />Economic Development: Support the restoration of incentive funding to the <br />VEDP and other similar programs which have historically provided technical <br />and financial assistance to Virginia's local governments. Also, support revisions <br />to the current Enterprise Zone legislation that would allow communities <br />approved for more than one enterprise zone to also be allowed to maintain more <br />than one 'sub-zone'. <br /> <br />Transportation: Support continued state funding to complete U.S. 58 and to <br />fast track the design, engineering, and construction of 1-73 commencing in <br />Henry County then south to the North Carolina line. <br /> <br />Health and Welfare: Support an increase in funding for local departments of <br />social services to provide adequate funding for office space and other <br />maintenance and support costs. Also support legislation that would require the <br />state Department of Mental Health, Mental 'Retardation, and-Substance Abuse <br />to provide for a 30 day comment period where the locality would have the <br />opportunity to review and officially comment on requests for the issuance of a <br />state clinic license for methadone clinics. <br /> <br />· Environment: Oppose any legislation that would impose a surcharge or tip fee <br /> upon waste generated in Virginia. <br /> <br />55 West Church Street RO.
