Enclosure Martinsville December 9, 2003 Mayor M. Gene Teague and Members, Martinsville City Council Martinsville, Virginia 24112 Dear Mayor Teague and Members of the City Council: It is recommended that the City Council give favorable consideration to the following legislative policy statements, which will serve as a guide for the staffs lobbing efforts during the 2004 session of the General Assembly. · Education: Support Superintendent Trollinger's Legislative Priorities for 2004 (Attachment A). Economic Development: Support the restoration of incentive funding to the VEDP and other similar programs which have historically provided technical and financial assistance to Virginia's local governments. Also, support revisions to the current Enterprise Zone legislation that would allow communities approved for more than one enterprise zone to also be allowed to maintain more than one 'sub-zone'. Transportation: Support continued state funding to complete U.S. 58 and to fast track the design, engineering, and construction of 1-73 commencing in Henry County then south to the North Carolina line. Health and Welfare: Support an increase in funding for local departments of social services to provide adequate funding for office space and other maintenance and support costs. Also support legislation that would require the state Department of Mental Health, Mental 'Retardation, and-Substance Abuse to provide for a 30 day comment period where the locality would have the opportunity to review and officially comment on requests for the issuance of a state clinic license for methadone clinics. · Environment: Oppose any legislation that would impose a surcharge or tip fee upon waste generated in Virginia. 55 West Church Street RO.
