Monday <br />Clerk of Council <br />Johnathan B. Phillips <br /> <br />WHEREAS, Earl B. Reynolds Jr. has since March i, 1992 served the City of Martinsville in the capacity of <br />City Manager, distinguishing himself by representing the City through consistency, professionalism, dedication <br />and hard work; and <br /> <br />WHEREAS, in his capacity as the city's chief executive, Mr. Reynolds has provided a steady guiding hand <br />through years good and bad, through difficult financial times and through years of plenty, sacrificing time with <br />his family to work to make this community a great place to live, work and raise a family; and <br /> <br />WHEREAS, during his appointment, Mr. Reynolds has authorized action leading to the redevelopment of <br />neighborhoods in Moss-Barton, Massey-Endless, Southside and Academy Place, the West Church Street <br />Business Corridor, the Uptown Revitalization Area and other communities in need; and <br /> <br />WHEREAS, through his efforts, the city has been able to demonstrate its dedication to education by renovating <br />and improving both its middle school and intermediate school facilities and by locating two Patrick Henry <br />Community College training sites Uptown; and <br /> <br />WHEREAS, throughout his tenure, Mr. Reynolds has stood at the forefront of implementing many innovations <br />and improvements in Martinsville's technology, infrastructure and utilities as an aid to the development thereof, <br />including the addition of certified communications provider status and Martinsville Information Network; and <br /> <br />WHEREAS, Mr. Reynolds' dedication to public safety has led to many updates and improvements in fire, <br />police and rescue operations, notwithstanding transitions in leadership and personnel; and <br /> <br />WHEREAS, through his leadership, the City of Martinsville has continued to modernize and improve its capital <br />facilities and equipment; and <br /> <br />WHEREAS, Mr. Reynolds' principal dedication has been to the workforce of the city, continuing to improve <br />benefits, compensation, training, job satisfaction and customer service, thereby improving relations with the <br />community and residents of Martinsville and all surrounding communities; now, therefore <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, in regular session assembled December 9, 2003, <br />that the City of Mardnsville and its residents should honor and esteem Earl B. Reynolds Jr. for his many years of <br />dedicated professional service, and does wish him well in his new endeavors. With the passage of this <br />resolution, Council does also present Earl B.
