July 8, 2003 <br /> <br /> B. Set a public hearing for July 22, 2003, on a request by The Lester <br /> Group to rezone nine (9) parcels on Townes Avenue and North <br /> Moss Street from RP-1 Residential-Professional to M-1 Industrial <br /> <br /> Council inquired regarding the status of the drive-through window in the <br />Treasurer's Office. Pat Conrad, City Treasurer, will be invited to attend a future <br />meeting. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Virqinia (1950, and as amended) and upon motion <br />by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. Appointments/Reappointments to various Boards/Commissions, as <br /> authorized by Subsection 1. <br /> 1. Drug Task Force of Martinsville & Henry County <br /> B. Personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br />motion convening the Closed Session were heard, discussed, or considered during said <br />Session. Upon return to Open Session, Council took the following action: <br /> <br /> B. Vice Mayor Roop moved to increase the salary of City Manager <br /> Reynolds by 2.25 percent, effective July 1, 2003; the motion was <br /> duly seconded and carried by the following vote, with all members <br /> voting: Vote 3 - 2; Yeas (3) - Dallas, Roop, Teague; Nays (2) - <br /> Cobbe, Ferrill. Council Members Cobbe and Ferrill stated that their <br /> votes were in no reflection of the City Manager's job performance, <br /> now is just not the time to give pay increases. <br /> <br /> <br />
