July 8, 2003 A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, was held on July 8, 2003, in Council Chamber of the Municipal Building, beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. Following the invocation by Council Member Ferrill and Pledge to the American Flag, Mayor Teague welcomed everyone to the meeting. Council Member Dallas moved to approve the minutes of the June 24, 2003, meeting as presented; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered approval, on second reading, of Ordinance 2003-10 that will permit the controlled bow hunting of deer within the City limits in accordance with the 2003-2004 Special Urban Archery Season. Earl B. Reynolds, Jr., City Manager, stated that the City is already listed as a participating jurisdiction with the Virginia Department of Game and Inland Fisheries. Vice Mayor Roop moved to adopt, on second reading, the following Ordinance 2003-10; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 4 - 1; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (1) - Dallas: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in Regular Session held on June 24, 2003, that Section 24-6 of the Code of the City of Martinsville, currently reserved, be, and hereby is, amended to read as follows: Sec. 24-6. Archery Season for Deer. Notwithstanding the provisions of any other ordinance in the Code of the City of Martinsville, it shall be legal for persons to discharge an arrow from a compound, recurve or cross bow, for the purpose of taking deer, within
