May 27, 2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on May 27, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Ferrill and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the March 26, 2003, <br />meeting as amended and of the April 1, 2003, April 3, 2003, and May 13, 2003, <br />meetings as presented; the motion was duly seconded and carried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Wade Bartlett, Director of Finance, presented the financial report for month <br />ending April 30, 2003. <br /> <br /> Council considered adoption of a Resolution approving amendments to the City's <br />Section 125 Benefits Plan that would allow City and School employees to pay cancer <br />and intensive care voluntary benefits under a Flexible Spending Account (FSA) <br />provision and to reflect the City's intent to comply with the Standards for Privacy issued <br />pursuant to the Health Insurance Portability and Accountability Act (HIPAA). Iris Read, <br />Human Resources Director, stated that there is no cost to the City. Vice Mayor Roop <br />moved to adopt such Resolution; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br /> <br />Roop, Teague; Nays (0) - None. <br /> <br /> <br />
