May 13, 2003 <br /> <br /> governments of Planning District 12 and the West Piedmont <br /> Planning District Commission; <br />B. Be included as a participating member of the West Piedmont <br /> Regional Alliance, organized within the West Piedmont Planning <br /> District and as set forth in the West Piedmont Planning District <br /> Commission Bylaws; <br />C. Authorize the West Piedmont Regional Alliance, as a <br /> partnership organization in accordance with the 1996 Regional <br /> Competitiveness Act, to carry out the Regional Competitiveness <br /> Program process and provisions on its behalf; and <br />D. Distribute any incentive funds received through the Regional <br /> Competitiveness Act to the participating local governments on a <br /> per capita basis with the West Piedmont Planning District <br /> Commission receiving ten percent for administrative costs <br /> incurred in program administration. <br /> <br />Council considered receiving comments by the Public on the proposed revenue <br /> <br />enhancements to the FY04 budget. Earl B. Reynolds, Jr., City Manager, stated that the <br /> <br />original proposed budget includes revenue enhancements. John Sanders, of 308 <br /> <br />Starling Avenue, stated that the City needs more cuts, not an increase in taxes, and that <br /> <br />he is opposed to a garbage collection increase. <br /> <br />Council continued the FY04 Budget Reviews: <br /> <br />School System - Council discussed its fund balance. Ira Trollinger, <br />Superintendent, stated that neither the School Board nor Administration <br />requested a fund balance; the auditors suggested it. Vice Mayor Roop <br />stated that no other department is allowed a fund balance, but Council <br />should honor this tradition this year. Council Member Ferrill stated that <br />the current conditions are not as they were. Council Members Cobbe and <br />Dallas voiced their opposition of the Schools' fund balance. Mayor <br />Teague voiced his support stating, "Some of the State's increased funding <br />comes with strings." Vice Mayor Roop moved to'allow the Schoel System <br />to use its fund balance of $202,952 as part of the FY04 budget and for <br />future fund balances to be returned at the end of the year; the motion was <br />duly seconded and defeated by the following vote, with all members <br />voting: Vote 2 - 3; Yeas (2) - Roop, Teague; Nays (3) - Cobbe, Dallas, <br />Ferrill. Ron Epperly, Assistant Superintendent, stated that more cuts will <br />be necessary to match the health insurance premium paid for City <br />employees. <br /> <br /> <br />
