ENCLOSURE "B"

Marlinsville Fire Department
Personnel Status and Needs

Currently, Martinsville Fire Department has three shifts that contain
(8) firefighters per shift. For the year 2000, daily staffing averaged as
follows:

24%

11%

BTwo Personnel Off
[] Fu Staffing

As compared to years 1997, 1998, and 1999, these figures are linear
and are representative of a typical year for the department.

In 1976, the Martinsville Fire Department had (9) firefighters per
shift. Due to budgetary constraints, (3) firefighters were eliminated, one
from each shift. Additionally, with the EMS Program, firefighters now
respond to 400% more calls than previously. Keep in mind that staffing has
not increased to compensate for the personnel lost in 1976 nor for the
increase in call volume.

To validate staffing issues, the department was interested in
identifying whether the department was actually understaffed or not. As a
part of an assignment for the Executive Fire Officer Program through the
National Fire Academy, Assistant Chief Monday compiled a 36- page plus
report as to departmental staffing.
