Enclosure June 20, 2003 A special meeting of the Council of the City of Martinsville, Virginia, was held on June 20, 2003, in Council Chamber of the Municipal Building, beginning at 11:00 A. M., with Mayor Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill: Following the invocation by Vice Mayor Roop and the Pledge to the American flag, Mayor Teague welcomed everyone to the meeting. Council considered approval, on second reading, of Ordinance 2003-6 amending Chapter 21 - Taxation, Article VI - Tax on Prepared Food and Beverages, Section 21- 75, Levy of the City Code related to the Meals Tax. A motion was made to adopt the attached Ordinance 2003-6 [Attachment A], on second reading; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 4 - 1; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (1) - Dallas. Council considered approval, on second reading, of Ordinance 2003-7 amending Chapter 18 - Solid Waste, Section 18-24 Fee Schedule of the City Code. A motion was made to adopt the attached Ordinance 2003-7 [Attachment B], on second reading; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered approval, on second reading, of Ordinance 2003-8 amending Chapter 21 - Taxation to add Article IX - Cigarette Tax. A motion was made to adopt the attached Ordinance 2003-8 [Attachment C], on second reading; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None.
