FY 2004 Community Services Performance Contract

Exhibit B: State Mental Health Facility Bed Utilization Targets

The Department, in consultation with Boards, has established the FY 2003 bed utilization targets
as the adult (ages 18-65) bed day utilization targets for FY 2004. Targets are not established for
child and adolescent, forensic, or geriatric bed days. These targets are displayed on the attached
table.

A quality review will be conducted by Boards whose FY 2004 bed utilization for the previous
quarter is one standard deviation above or below the mean change from their FY 2003 utilization.
These reviews will identify key factors that influenced this one standard deviation increase or
decrease in use. Department staff from the Office of Mental Health Services will be available to
assist in data analysis and quality review activities.

While the Department will track and report acute and long term (rehabilitation) bed day utilization
separately, the total adult bed da~;s (acute and rehabilitation combined) used by the Board will be
the pdmary performance measure monitored by the Department.

Please note that the use of bed targets in this contract does not involve sanctions. Any significant
variation from these bed utilization targets will be analyzed jointly by the Department and the Board
and, if appropriate, addressed in Exhibit D of this contract.

1. 05-02-03
