WEST PIEDMONT DISTRICT <br />CONTINUUM OF CARE STEERING COMMITTEE <br /> <br /> July 22, 2003 - 1:30 PM <br /> MINUTES <br /> <br />Present: Angela Boyte, John Scott, Audrey Buck, Gracie Flood, Joyce Grogan, Aldine Call, Daryl Dalton, <br />Bob Dowd, Kathy Rogers <br /> <br />The meeting was called to order by Angela Boyte. Angela welcomed everyone to the meeting and then asked for <br />introductions. Angela presented the mission statement for the committee's review. <br /> <br />MISSION STATEMENT: "The Continuum of Care Steering Committee of Virginia's West Piedmont District will <br />provide regional leadership between local, state and federal governmental entities, not for profit agencies, and <br />advocacy groups, as they relate to initiatives intended to improve the general quality of life to better address the needs <br />of the homeless through a more comprehensive and coordinated effort. ' <br /> <br />Daryl Dalton made a motion that the committee adopt the mission statement as presented. Kathy Rogers seconded that <br />motion. The mission statement was adopted. <br /> <br />The resolution m local governments was discussed. Angela will forward the resolution to the committee contact person <br />for each locality who will follow up with local govemment. The contacts are: <br /> <br />City of Danville <br /> <br />City of Martinsville <br /> <br />Henry County <br /> <br />Franklin County <br /> <br />Patrick County <br /> <br />Pittsylvania County <br /> <br />Angela Boyte <br /> <br />Wayne Knox <br /> <br />Wayne Knox <br /> <br />Cynthia Treadway <br /> <br />Justina Brown/Susan Corbett <br /> <br />Everlena Ross <br /> <br />The work plan was discussed. This included a discussion of the definition for homelessness and a discussion of the <br />difference between Gaps Analysis and Point in Time Survey. Audrey Buck presented both HUD and DHCD <br />homelessness definitions which follow: <br /> <br />HUD DEFINITION OF HOMELESSNESS <br /> <br />A person is considered homeless only when he/she resides in one of the places described below: <br /> <br />a. in places not meant for human habitation, such as cars, parks, sidewalks, and abandoned buildings; <br />b. in an emergency shelter; <br />c. in transitional or supportive housing for homeless persons who originally came from the streets or <br /> <br /> emergency shelter; <br /> <br /> <br />
