June 30, 2003 <br /> <br />Dear <br /> <br />The Continuum of Care Steering Committee of the West Piedmont Planning District (not a <br />committee of the Planning District Commission) is requesting the attached resolution for <br />consideration of local government adoption. The following outlines the basic information on <br />Continuum of Care and what needs to be done over the next year. <br /> <br />Definition: The Continuum of Care program is funded by the U.S. Department of Housing Urban <br />Development and its administration assisted in Virginia by the Virginia Department of Housing <br />and Community Development staff persons. The Continuum of Care is a community plan to <br />organize and deliver housing and services to meet the specific needs of people who are <br />homeless as they move to stable housing and maximum self-sufficiency. It includes action steps <br />to end homelessness and prevent a return to homelessness. <br /> <br />The Usual Program Components: 1) Outreach, intake, assessment to identify an <br />individual's or family's service and housing needs; and, to link persons to appropriate housing <br />and or service resources; 2) emergency shelter and safe, decent alternatives to living on the <br />streets; 3) transitional housing with supportive services to help people develop the skills <br />necessary for permanent hou,sing; 4) permanent housing and permanent supportive housing. <br /> <br />The steering committee wants to develop a package of materials that will be needed before it can <br />apply for the HUD funds and feel that we need to begin by having the support of the member <br />local governments. We intend to develop a Gap (needs) Analysis, have conducted a point in time <br />survey, determine community priorities, and then develop an application. We are planning to find <br />a consultant experienced in the work to help us and to retain, short term, several persons to <br />assist us and our consultant with the efforts. <br /> <br />It should also be noted that we are in the process of retaining funding sources to support the <br />studies and pre-application efforts. <br /> <br />We will appreciate your support signified by adoption of the resolution.
