July 29, 2003 Enclosure # I -- <br /> <br /> A special meeting of the Council of the City of Martinsville, Virginia, was held on <br />July 29, 2003, in Council Chamber of the Municipal Building, beginning at 9:00 A. M., <br />with Mayor Gene Teague presiding, to discuss a public-private economic venture. <br />Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice <br />Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald <br />Ferrill. <br /> <br /> Council considered the adoption of an agreement pertaining to the formation of <br />the Coalition for Economic Progress. The Henry County Board of Supervisors ratified <br />this agreement yesterday. Council Member Dallas stated that he assumes that this <br />group will represent diversity and all segments of the community. Council Member <br />Cobbe stated that this is not a good concept but is a good first step; the area needs one <br />economic development office, though. Mayor Teague stated that government should be <br />involved in economic development, but the private sector plays a significant role, too. <br />Council Member Ferrill stated that it should be a joint effort with everyone playing a part. <br />Vice Mayor Roop moved to approve such agreement and authorize the Mayor to <br />execute it; the motion wa~ duly seconded and carried by the following vote: Vote 5 - 0; <br />Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Sheriff Steve Draper spoke regarding Council Members riding with him in <br /> response to storms and presented caps to Council and the City Manager. <br /> <br /> There being no further business to come before Council during their special <br /> meeting, upon motion by Council Member Ferrill, duly seconded, by unanimous vote, <br /> Mayor Teague declared the meeting adjourned at 9:11 A.
