April 1,2003 <br /> <br />A work session meeting of the Council of the City of Martinsville, Virginia, was <br /> <br />held on April 1, 2003, in Council Chamber of the Municipal Building, beginning at 11:00 <br /> <br />A. M., with Mayor Gene Teague presiding, for pre-budget reviews. Council Members <br /> <br />present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council <br /> <br />Members Joseph R. Cobbe and J. Ronald Ferrill. Council Member Bruce H. T. Dallas <br /> <br />was absent. <br /> <br />Council reviewed the following budgets and agreed, by general consensus with <br /> <br />no vote taken, to recommend the following actions to the City Manager for the proposed <br /> <br />FY04 budget: <br /> <br />Safety - Bob Phillips, Safety Officer, presented his proposed <br />budget; Council reduced the proposed budget by three percent, <br />primarily from non-capital equipment, maintenance, and training. <br />Police - Mike Rogers, Chief, presented his proposed budget; <br />Council requested Staff to inquire with the School Superintendent <br />regarding possible federal funds for the DARE program. Council <br />reduced the proposed budget by $82,118, making line item cuts <br />and eliminating school crossing guards and the DARE Officer from <br />elementary schools. <br />Fire - Jerry Brock, Chief, presented his proposed budget; Council <br />reduced the proposed budget by $7,377, reducing fire prevention <br />and eliminating financial support to the Martinsville-Henry County <br />Rescue Squad. <br /> <br />There being no further business to come before Council during their work <br /> <br />session meeting, upon motion by Vice Mayor Roop, duly seconded, by unanimous vote, <br /> <br />Mayor Teague declared the meeting adjourned at 12:39 P.
