March 25, 2003 <br /> <br /> redevelopment activities to accomplish the objectives of the West <br /> Church Street Commercial Corridor Redevelopment Project; and <br /> WHEREAS, the City of Martinsville acknowledges the provisions of <br /> Title 36, Article 7 of the Code of Virqinia; and <br /> WHEREAS, the City of Martinsville will develop and implement a <br /> Redevelopment and Conservation Plan in accordance with the <br /> Code of Virginia if deemed necessary in the implementation of the <br /> VCDBG project; and <br /> WHEREAS, the Martinsville Redevelopment and Housing Authority <br /> provided a letter dated March 8, 2003 committing to assist with the <br /> implementation of the West Church Street Redevelopment and <br /> Conservation Project under Title 36; and <br /> WHEREAS, the Martinsville City Council has properly advertised <br /> and conducted public hearings on January 28, 2003 and March 11, <br /> 2003 which addressed the CDBG program and the CDBG project <br /> application, thereby meeting citizen participation requirements; and <br /> WHEREAS, property and business owners, residents; Patrick <br /> Henry Community College; and the Martinsville Uptown <br /> Revitalization Association have requested the City proceed post <br /> haste with its comprehensive efforts to resolve the physical and <br /> economic problems along the West Church Street Commercial <br /> Corridor and secure necessary funds to carry out the West Church <br /> Street Commercial Corridor Revitalization Project. <br />NOW, THEREFORE, be it resolved by the Council of the City of <br />Martinsville, Virginia that: the City of Martinsville wishes to apply for <br />a FY 2003 CDBG Community Improvement Grant in the amount of <br />$700,000 for the West Church Street Commercial Corridor <br />Revitalization Project; and will commit a total of $453,771 in City <br />investment and $805,084 in non-CDBG funds for a total project <br />cost of $1,958,855 for the purpose of undertaking physical and <br />economic blight removal; and hereby authorizes the City Manager <br />to execute and file all appropriate documents necessary for <br />submission of the City of Martinsville 2003 Community <br />Development Block Grant application on March 26, 2003 and to <br />provide such additional information as may be required by the <br />Virginia Department of Housing and Community Development. <br /> <br />Council considered business from the floor, but there was none. <br /> <br />Council Member Dallas moved to adopt the following Consent Agenda item; the <br /> <br />motion was duly seconded and carried by the following vote, with all members voting: <br /> <br />Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Roop, Teague; Nays (0) - None: <br /> <br /> <br />
