May 1,2003 Enclosure # J - <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on May 1, 2003, in Council Chamber of the Municipal BUilding, beginning at 11:00 <br />A. M., with Mayor Gene Teague presiding, for a budget review with the School Board. <br />Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice <br />Mayor; and Council Members Joseph R. Cobbe and Bruce H. T. Dallas. Council <br />Member J. Ronald Ferrill was unexpectedly out-of-town. School Board Members <br />present included: Joseph Finley Chairman; and Board Members Nancy Baker, Cynthia <br />Ingram, and Jim Johnson. Board Member Lynn Ward was unexpectedly out-of-town. <br /> <br /> Following the Invocation by Mayor Teague, Earl B. Reynolds, Jr., City Manager, <br />reviewed budget efforts, including, but not limited to, fund balances, revenue <br />enhancements, landfill closure, and electricity contract. <br /> <br /> Ira Trollinger, Superintendent, highlighted key program improvements from the <br />past year, including the Prime Time Learning Centers, NASA Space Lab at the Middle <br />School, Even Start program for three-year-olds, International Baccalaureate program, <br />and Regional Governor's School for Mathematics, Science, and Technology. Most of <br />these programs were grant-funded with a total local match of approximately $140,000. <br />He reviewed the teacher salary rankings provided by the Virginia Education Association, <br />noting a drop in salary as experience increased. Discussions ensued regarding capital <br />development, buses, and enrollment and out-of-City students. Mayor Teague proposed <br />a discussion at the next regular meeting regarding allowing the School Board to utilize <br />its fund balance of offset budget decreases. <br /> <br /> <br />
