May 13, 2003 <br /> Enclosure # I- <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on May 13, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Dallas and pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the Minutes of the March 13, 2003, <br />and March 25, 2003, meetings as presented, and of the April 8, 2003, meeting as <br />revised; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) <br />- None. <br /> <br /> The Martinsville Middle School Eighth Grade Scholars Class, under the direction <br />of Anne Stultz, presented its work on "Project Citizen," a community problem-solving <br />program. The three groups, respectively, recommended a skate park, a transit system, <br />and a teen center. Council Member Ferrill moved for the City Manager to pursue these <br />three ideas with the class; the motion was duly seconded and carried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Wade Bartlett, Director of Finance, presented the financial report for month <br />ending March 31, 2003. <br /> <br /> Council considered adoption, on second reading, of Ordinance 2003-4 amending <br />Ordinance 2000-4 relating to the meals tax notification process used by the <br /> <br /> <br />
