February 25, 2003 <br /> <br />Harvest Foundation should be approached for financial assistance to help the school <br />systems. Council Member Cobbe stated that they are currently conducting a study. <br />Mayor Teague stated that all needs, including economic development, should be <br />evaluated before any requests are made. Vice Mayor Roop stated that The Harvest <br />Foundation should be given enough time to complete its studies and develop its role. <br />Vice Mayor Roop, also, read a letter from Gall Mitchell, Executive Director of W. C. Ham <br />Center, to the Transportation Safety Commission, with concerns of traffic problems at <br />the Jones and Fayette Streets intersection and Fayette Street to Moss Street. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344. (A) of the Code of Virqinia (1950, and as amended) and upon motion <br />by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matter: <br /> <br /> A. Appointments/Reappointments to various Boards/Commissions, as <br /> authorized by Subsection 1. <br /> 1. Anchor Group Home Commission <br /> 2. Clean Community Board <br /> 3. Southern Area Agency on Aging Board of Directors <br /> 4. Transportation Safety Commission <br /> B. A personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> <br /> At the conclusion of this Closed SeSsion, each member of Council certified that <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br />motion convening the Closed Session were heard, discussed, or considered during said <br />Session. Upon return to Open Session, Council took the following action: <br /> <br /> A. 3. Council Member Dallas moved to reappoint Kerry Glen <br /> Smith, of 927 Cherry Street ExtenSion, to a three-year term <br /> on the Southern Area Agency on Aging Board, expiring <br /> <br /> <br />
