February 13, 2003 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on February 13, 2003, in Council Chamber of the Municipal Building, beginning at <br />11:05 A. M., with Mayor Gene Teague presiding. Council Members present included: <br />M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Council considered a discussion of vehicle license fees. Earl B. Reynolds, Jr., <br />City Manager, presented a report on the program and staff review of such. The <br />conclusions are to maintain the current decal system subject to the evaluation of other <br />local programs and to modify the payment/collections process by designating the local <br />vehicle license fee as a receivable and submitting delinquent license fees to the <br />Department of Motor Vehicles to enhance collections. Pat Conrad, Treasurer, was in <br />attendance and available for comment and questions. <br /> <br /> Council considered a discussion of potential FY04 revenue issues. City Manager <br /> Reynolds stated that these issues include FY04 one-time savings and revenues, <br /> anticipated employee health plan increases, Virginia Retirement System rates, increase <br /> in essential operating expenses, and liability insurance. He then presented potential <br /> actions to meet the budget development goals. <br /> <br /> There being no further business to come before Council during their work <br /> session meeting, upon motion by Council Member Ferrill, duly seconded, by unanimous <br /> vote, Mayor Teague declared the meeting adjourned at 12:00 P.
