February 6, 2003 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on February 6, 2003, in Council Chamber of the Municipal Building, beginning at <br />g:00 A. M., with Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members doseph R. <br />Cobbe, Bruce H. T. Dallas, and d. Ronald Ferrill. <br /> <br /> Wade Bartlett, Direetor of Finance, presented a report on the projected year-end <br />fund balance. He estimated the balance to be approximately $1.g million on dune 30, <br />2003. By general consensus with no vote taken, Council agreed upon the presentation <br />format. Council reviewed, also, the format of monthly financial reports. Mr. Bartlett <br />presented a report on the status of FY03 budget adjustments. Council set the following <br />financial work sessions, all 11:00 A. M. - 1:00 P. M.: February 13, 2003; March 13, <br />2003; and March 20, 2003. <br /> <br /> Earl B. Reynolds, dr., City Manager, presented a report on the Rails to Trails <br />project. He gave a historical review, including the Transportation Efficiency Act for the <br />21st Century (TEA21). Phase 4 was not funded in duly 2000 due mainly to insufficient <br />construction activity. The first reimbursement was received in October 2002, at which <br />time a request was made for additional funding. The Virgini@ Department of <br />Transportation (VDOT) is expected to act on the request by September 2003. The <br />current situation includes (1) trail plans from Franklin Street to Pine Street are complete <br />and (2) the Welcome Center plans need rethinking to conform with the existing budget. <br />The next steps in the process include (1) complete Welcome Center redesign; (2) <br />review phasing plan with Council; (3) submit Welcome Center plan to VDOT; (4) <br /> <br /> <br />
