Phillips <br /> <br />A RESOLUTION ESTABLISHING CITY COUNCIL POLICY REGARDING <br />REQUESTS FOR TAX EXEMPTION BY NOT-FOR-PROFIT <br />ORGANIZATIONS <br /> <br /> WHEREAS, it is the goal of the City of Martinsville to provide an equitable <br />property taxation system for the owners of real and personal property in the City; and <br /> <br /> WHEREAS, not-for-profit organizations apply to the City of Martinsville from <br />time to time seeking exemptions from real or personal property taxes as provided by <br />law; and <br /> <br /> WHEREAS, the City Council of the City of Martinsville deems it necessary to <br />establish a policy regarding future tax exemption requests from not-for-profit <br />organizations; <br /> <br /> WHEREAS, fiscal constraints, both current and projected, facing the City of <br />Martinsville dictate a more cautious policy concerning the consideration of tax-exempt <br />requests by not-for-profit organizations, and <br /> <br /> WHEREAS, a Constitutional amendment referendum and subsequent enacting <br />legislation has fundamentally changed the process for seeking tax exemptions, and <br /> <br /> WHEREAS, the City Council finds it appropriate to place a moratorium on the <br />consideration of such tax-exempt requests until the city's financial position is clarified; <br />now, therefore <br /> <br />BE IT RESOLVED that: <br /> <br />It is the policy of the City of Martinsville that requests for tax exemption <br />are not generally endorsed or encouraged; <br /> <br />A moratorium on the consideration of tax exempt requests by not-for- <br />profit organizations will be in effect immediately and continue in effect <br />until further notice; <br /> <br />Organizations currently enjoying tax exempt status in the City of <br />Martinsville will maintain such status; <br /> <br />55 west Church Street FO.
