Februaw 6,2003 <br /> <br />Welcome Center plans approved by VDOT; and (5) construction begins approximately <br />February 2004. <br /> <br /> Leon Towarnicki, Director of Public Works, presented a report on the City's <br />bridge structures. The five major bridges include Starling Avenue, Commonwealth <br />Bouelvard, East Church Street, Fairy Street, and Franklin Street. Various repairs <br />needed for Starling Avenue are estimated at $560,000, and those for Commonwealth <br />Boulevard are estimated at $485,000. The City has five funding options: (1) VDOT Six~ <br />Year Plan; (2) use street maintenance funds; (3) Congressional appropriation; (4) VDOT <br />Bonded Financing; and (5) 100 percent local funding. The recommended steps include <br />(1) continue to pursue Congressional transportation appropriation and (2) continue to <br />position projects for VDOT bond program in conjunction with York County Line Program <br />Financing. <br /> <br /> Marvin Tart, of VDOT, presented a report on the Liberty Street project. <br /> Regarding Phase 1, construction bids will be advertised September 2003, and actual <br /> work will be seen by November 2003. Finance options for Phase 2 include (1) City's <br /> urban construction allocation via VDOT; (2) City's capital improvement budget; and (3) <br /> City issues bonds. Council expressed its frustration with the length of time regarding <br /> the project. <br /> <br /> There being no further business to come before Council during their work <br /> session meeting, upon motion by Vice Mayor Roop, duly seconded, by unanimous vote, <br /> Mayor Teague declared the meeting adjourned at 11:30 A.
