Phillips <br /> <br />AUTHORIZING THE PREPARATION AND FILING OF AN APPLICATION FOR <br />COMMUNITY IMPROVEMENT GRANT FUNDS THROUGH <br /> THE VIRGINIA SMALL CITIES COMMUNITY DEVELOPMENT <br /> BLOCK GRANT PROGRAM <br /> <br /> WHEREAS, the City of Martinsville has participated in the Small Cities Community <br />Development Block (CDBG) program under the Virginia Department of Housing and <br />Community Development 2002 Planning Grant program in undertaking a study for the <br />revitalization of the West Church Street Commercial Corridor; and <br /> <br /> WHEREAS, the City of Martinsville is eligible for and wishes to submit a 2003 CDBG <br />Economic Environment Enhancement project application for a total request of $700,000 to the <br />Virginia Department of Housing and Community Development for Community Improvement <br />Grant funds by March 26, 2003 for consideration during the 2003 CDBG funding round; and <br /> <br /> WHEREAS, the City has identified and designated a redevelopment area pursuant to <br />Title 36 of the Code of Virginia with said area being characterized by slums and blight due to <br />building, infzastructure and site deterioration which has served as a disincentive for private <br />investment leading to unrealized commercial growth and underutilized buildings; and <br /> <br /> WHEREAS, the City conducted surveys and meetings with businesses and property <br />owners along the West Church Street Corridor, including the planning study management team; <br />Martinsville Uptown Revitalization Association; Patrick Henry Community College; Gateway <br />Streetscape Foundation; and the City Engineer in completing a needs assessment whereby street <br />improvements, sidewalks, curb and gutter, storm drainage, streetscape, lighting and signage <br />improvements, overgrown sites, underutilized properties, deteriorating storefront improvements, <br />and a poor gateway entrance were identified as major needs and concerns of the West Church <br />Street Commemial Corridor; and <br /> <br /> WHEREAS, an Economic Environment Enhancement Program for physical and <br />economic redevelopment has been developed by the City in cooperation with the West Church <br />Street property and business owners and other stakeholders pursuant to requirements for funding <br />set forth by the Virginia Department of Housing and Community Development (VDHCD) <br />including a Preliminary Engineering Report (PER) and West Chumh Street Streetscape Plan for <br />the required public improvements and a Storefront Improvement Program to support private <br />investment; and <br /> <br />55 West Church Street EO.
