Cobbe <br /> <br />Martinsville <br /> <br /> RESOLUTION <br /> OF THE <br />MARTINSVILLE CITY COUNCIL <br /> <br /> City Manager <br />Earl B. Reynolds, Jr. <br />City Attorney <br />David B. Worthy <br />Clerk of Council <br />Johnathan B. Phillips <br /> <br />WHEREAS, the Commonwealth of Virginia is in the process of building a highway <br />project in Montgomery County to explore new technologies for transportation and to <br />improve safety, with a project known as "The Smart Road"; and <br /> <br />WHERF, AS, the Martinsville City Council believes "The Smart Road" is a worthwhile <br />and important project for all citizens of the Commonwealth, and should be funded by all <br />citizens; and <br /> <br />INI-IE~, the Commonwealth Transportation Board recently decided to pay for this <br />project by diverting funds from other primary road funding in the Salem District only, of <br />which the City of Martinsville is a part; and <br /> <br />WHEREAS, this decision adversely affects the City of Martinsville and the other <br />localities in the Salem District by diverting funds from other approved highway projects <br />in the District, which jeopardizes the public health, safety and welfare of all citizens <br />traveling those roads; and <br /> <br />WHEREAS, The Martinsville City Council feels that "The Smart Road" is a project that <br />will impact the entire Commonwealth, and should be funded by all transportation <br />districts across the Commonwealth; now, therefore, <br /> <br />BE IT RESOLVED, on this 25th day of March, 2003, that the Martinsville City Council <br />states its opposition to any further diversion of funds from other projects within the <br />Salem District to pay for the construction of"The Smart Road" project, and requests that <br />the Commonwealth Transportation Board cease its funding of "The Smart Road" project <br />solely from the Salem District allocation. <br /> <br />Attest: <br /> <br />Johnathan B.
