January 8, 2003
A work session meeting of the Council of the City of Martinsville, Virginia, was
held on January 8, 2003, to propose creation of a new ordinance section, Section XIV,
Landscaping Standards, beginning at 11:06 A. M., with Mayor Gene Teague presiding.
Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice
Mayor; and Council Members Bruce H. T. Dallas and J. Ronald Ferrill. Council Member
Cobbe was absent due to a prior engagement.

George Hayfield, Associate Planner, discussed the purpose of the proposed new
ordinance section regarding landscaping standards. He presented the applicability of
such, the requirements, elements, site protection and general planting requirements,
high-density residential requirements, non-residential developments, and special
circumstances. Council questioned the proposed four-feet height of initial trees and
requested that this be increased. Council discussed long-term maintenance of buffers,
specifically wooden fences. Wayne Knox, Planning, Zoning, & Housing Manager,
stated that other localities are actually more restrictive. Mayor Teague reminded
everyone of the Public Hearing on this matter scheduled for Tuesday, January 14, 2003,
7:30 P. M., at the regular Council meeting. Matthew Hankins, Public Information
Officer, will post this proposal on the City's website. Council discussed, also, making
resources available to property owners regarding landscaping suggestions.

There being no further business to come before Council during their work
session, upon motion by Council Member Ferrill, duly seconded, by unanimous vote,
Mayor Teague declared the meeting adjourned at 11:48 A. M.

M. Gene Teague, Mayor
