January 8, 2003 <br />A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on January 8, 2003, to propose creation of a new ordinance section, Section XIV, <br />Landscaping Standards, beginning at 11:06 A. M., with Mayor Gene Teague presiding. <br />Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice <br />Mayor; and Council Members Bruce H. T. Dallas and J. Ronald Ferrill. Council Member <br />Cobbe was absent due to a prior engagement. <br /> <br /> George Hayfield, Associate Planner, discussed the purpose of the proposed new <br />ordinance section regarding landscaping standards. He presented the applicability of <br />such, the requirements, elements, site protection and general planting requirements, <br />high-density residential requirements, non-residential developments, and special <br />circumstances. Council questioned the proposed four-feet height of initial trees and <br />requested that this be increased. Council discussed long-term maintenance of buffers, <br />specifically wooden fences. Wayne Knox, Planning, Zoning, & Housing Manager, <br />stated that other localities are actually more restrictive. Mayor Teague reminded <br />everyone of the Public Hearing on this matter scheduled for Tuesday, January 14, 2003, <br />7:30 P. M., at the regular Council meeting. Matthew Hankins, Public Information <br />Officer, will post this proposal on the City's website. Council discussed, also, making <br />resources available to property owners regarding landscaping suggestions. <br /> <br /> There being no further business to come before Council during their work <br />session, upon motion by Council Member Ferrill, duly seconded, by unanimous vote, <br />Mayor Teague declared the meeting adjourned at 11:48 A.
