December 17, 2002 <br /> <br /> A joint meeting of the Council and the School Board of the City of Martinsville, <br />Virginia, was held on December 17, 2002, in Council Chamber of the Municipal <br />Building, beginning at 7:06 P. M., with Mayor Gene Teague presiding. Council <br />Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and <br />Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. School <br />Board Members present included: Joseph E. Finley, Chairman; Lynn Ward, Vice <br />Chairman; and Board Members Nancy L. Baker and Cynthia W. Ingram. <br /> <br /> Following the invocation by Vice Mayor Roop, the Pledge to the American Flag <br />was recited. Mayor Teague and Chairman Finley welcomed everyone and thanked <br />each group for this opportunity. <br /> <br /> Pam Heath, Coordinator of Accreditation Services, presented "School <br />Improvement in an Era of Accountability." She reviewed the Virginia Standards of <br />Accreditation, including the Standards of Learning, accreditation ratings, and the actual <br />City scores. She highlighted federal legislation, including the No Child Left Behind Act <br />of 2001 and the Reauthorization of the Elementary and Secondary Education Act of <br />1965. An internal review of school instructional programs was conducted at each City <br />school between September and November 2002 as part of the Strategic Plan for <br />Improvement, leading to data analysis, school improvement planning, targeted <br />professional development, and ongoing monitoring. <br /> <br /> There being no further business to come before Council during their work <br /> <br />session meeting, upon motion by Council Member Cobbe, duly seconded, by <br />unan~°-us v°te' May°r Teague declared the meeting ~.~°. 7~o~n ~li~. ~.1~ ' <br />John~han B.
